A report to Norfolk County Council's children's services overview and scrutiny committee panel revealed the level of support for Oriel High School's academy plans.
The Oriel plan is one of two academy schemes, along with a similar plan at Costessey.
The two planned schemes, under lead sponsor Ormiston Trust, have already appointed principal designates.
Rachel de Souza, principal of Barnfield West Academy in Luton, will lead the academy at Costessey if it gets the go-ahead, while Nicole McCartney, deputy principal of Barnfield West Academy, will lead the project at Gorleston.
