Proposals which could see farmland on the edge of Stalham developed with up to 160 homes are set to go out to a 28-day public consultation.
Hopkins Homes has expressed an interest in a nine-hectare (22 acre-plus) plot next to Church Farm, between Ingham Road and Yarmouth Road.
The site, known as ST01, has been allocated for development by North Norfolk District Council which wants it to incorporate the homes, at least two hectares of land for community and 'low-key' employment, a minimum of two hectares for a neighbourhood park, footpath and cycle links joining Ingham Road and Yarmouth Road, and footpaths to the town centre.
Hopkins has drawn up a draft brief for the land, including a master plan showing main access points and where different uses would be sited.
Members of NNDC's planning policy and built heritage working party recommended yesterday that a public consultation on its contents should go ahead. It will include an exhibition.
