Great Yarmouth Borough Council has approved a proposal to turn the first and second floors at 27B Northgate Street into a four-bedroom house of multiple occupation.
The plans, submitted by Mr Crux, will see the use of the two floors change into a HMO and house up to six people.
The three-storey building, which has a shop at ground floor level, will have a kitchen, shower room, living room and two bedrooms on the first floor.
The second floor will contain two bedrooms and a shower room.
With only four bedrooms, some of the rooms will have to be occupied by additional people if it is to house the full six people.
In approving the plans, Great Yarmouth Borough Council said the proposal provides "sufficient amenity for future residents" with "reasonably good-sized bedrooms compensating for the limited communal spaces".
No more than six people will live in the building and the second room will only be able to accommodate one person.
