The new safety plan will be discussed by members of the county council's fire and community committee on Tuesday.
The plan includes redeploying one whole-time fire engine from Great Yarmouth to Gorleston and replacing the retained crew to give quicker 24-hour cover both sides of the river.
Council cabinet members have to approve the plan which goes out to public consultation during the summer before a final decision in October.
The safety plan has to be renewed every three years to reconsider services and resources.
Deputy chief fire officer Mike McCarthy said: "A number of options are on the table which we believe could help Norfolk Fire and Rescue Service work in a better and smarter way without, crucially, compromising the safety of the public or our staff."
