An inspection report published about a former care home in Gorleston has rated it as inadequate.
Seahorses Nursing Home in Park Road had been inspected by the Care Quality Commission in July and was then subsequently put up for sale.
When it closed eight residents had to be found accommodation by Norfolk County Council.
The inspection gave the home an overall rating of inadequate after looking at the key areas of safety, effectiveness and is the service caring and responsive and well-led.
It said residents were at extreme risk of harm due to low staffing levels.
July’s visit followed an inspection in April 2017, where the commission found four breaches of regulations relating to recruitment, care, staffing, and governance - leading to it asking for an action plan to be drawn up.
It said the July inspection found the action plan had not been implemented and added the provider did not have the financial resources needed to provide and sustain the service to the required standards.
