The body of the man, aged between 20 and 30, was spotted in the River Waveney at Aldeby, near Beccles.
The crew from Great Yarmouth and Gorleston lifeboat, using the rescue vessel King Fisher, assisted the fire brigade to recover the body from reeds at Burgh St Peter, after being called out at 10am.
They returned at 2.15pm.
Emergency services are still on the scene at two points along the river.
