Members met on Monday to consider the plans, the result of local consultation with villagers and parish council.
The committee was told there was strong support for the graveyard plan and also a desire that any housing on the site should be affordable.
Planning rules prevent the demolition of the 130 year old building, redundant as a school following a major schools' shake up to change the age of transfer to high school to 11 and create all-through primary schools where possible.
