Fengate Farm at Hemsby, near Great Yarmouth, wants to regenerate the 20-acre site by converting and extending barns into a 28-pen cattery, an isolation pen and 14 stables.
On Tuesday, Yarmouth Borough Council's development control committee will hear planning officers say the cattery scheme should be approved, pending the results of an ecological survey by Natural England on the impact on legally-protected animals in the area.
The owners of Fengate Farm say the new facilities will employ at least three people and would provide convalescent and holiday care for cats. The new stable block will offer full, part, DIY and grass livery.
It is estimated that about 320 vehicle movements a week would be created.
Only one letter of objection has been received from a Hemsby resident complaining about the traffic problems and noise nuisance.
Council planners recommend the plans be passed as they will help farm diversification.
