Plans to dredge Heigham Sound, near Hickling Broad, have been in the pipeline for several years but the work has not been able to start because there is nowhere for the dredged material to go.
Martin Broom, chairman of the authority's navigation committee, told Saturday's public meeting that lagoons need to be created for the very wet material so that it can dry out before being put onto agricultural land.
He said: “We are hoping to carry out works in the Upper Thurne area in the coming year, but that will be dependent on being able to secure land for the disposal of material.”
