A zebra crossing, footpaths and extra signs, and relocated bus shelter are planned if the scheme, expected to cost from £80,000 to £85,000, goes ahead.
Footpaths would be provided on both sides of the link road to Asda supermarket and to Acle New Road.
Breydon Division councillor Trevor Wainwright said: “The station looks like a bombsite. Network Rail has got a lot to answer to. It is a disgrace and must be the most unsightly railway station in Norfolk.
“Without Asda none of the improvements that have been made would have taken place. It was very short-sighted turning down the application to extend the store, when the company had offered to provide more facilities.”
Access is currently hindered by a lack of dropped kerbing, poor drainage, a steep ramp and lack of signs.

The borough's head of planning and development Peter Warner said: “No-one has accepted responsibility for the site. If it is clear where that lays it will be easier to make these improvements.”
