In a bid to stop mess piling up in alleyways Yarmouth Borough Council, the police and land lords have teamed up to redraft tenancy arrangements.
The new agreements could see people evicted as a last resort if they persist in dumping rubbish.
Terry Bensley, borough council neighbourhood officer, said he hoped the clean up scheme would not come down to evictions but something needed to be done about the large amounts of dumped rubbish clogging up alleyways.
As well as the new tenancy agreements, street cleaners are targeting areas blighted by littering and fly-tipping and smaller bins are being distributed to households so they can fit in backyards.
