Jimi Lee Stewart, 24, and of no fixed abode, will appear at Yarmouth Magistrates Court this morning accused of murdering the 17-year-old.
Yesterday, 19-year-old Johnathan Clarke appeared before the court charged with murdering Simon between June 6 and June 29.
A body still to be formally identified as Simon's was discovered on a wooded area of Church Farm, Mautby, near Yarmouth on Saturday.
Clarke, who gave his address as Queen Elizabeth Way, Telford, Shropshire, but formerly lived in Nelson Road South, Yarmouth, was also charged with assaulting Simon on June 6, the day before the last reported sighting of the Yarmouth College student. Clarke was also charged with possessing an offensive weapon, namely a rounders bat, in Lancaster Road, Yarmouth, on June 6.
He was remanded in custody until July 14.
Clarke will appear on that date at Norwich Crown Court with Maria Chandler, 40, of Lancaster Road, Yarmouth, who was charged with murdering Simon and remanded in custody on Monday.
Forensic investigators are still at work at Church Farm.
Simon was last seen by the entrance of the James Paget University Hospital, Gorleston, on the evening of June 7.
An inquest into Simon's death is to be opened formally on Tuesday.
Police are asking anyone who saw a suspicious vehicle in the Mautby area in the last three weeks to contact the major investigation team on 0845 456 4567.
