The Kingfisher Amateur Boxing Club's plans for its former St Peters Plain site were rejected by Yarmouth Borough Council's development control committee.
Councillors voted against the scheme after they were told by planning officers that the three-storey homes would impact adversely on neighbouring homes in Rodney Road and were unsuitable for the look of the area.
